Abstract
The purpose of this study is to find out and analyze government policies related to foreign workers at a certain position and time in line with the government's obligation to guarantee employment opportunities for Indonesian citizens and to find out and analyze the impact of foreign labor policies at a certain position and time on the increase illegal foreigners labor and decrease employment opportunities for Indonesian citizens. This study uses a normative research method supported by interviews with interviewees. The data source of this research is secondary data in the form of primary legal materials, secondary legal materials, and tertiary legal materials. The data collected by literature study and interviews. The collected data were analyzed qualitatively, to get conclusions and answers for the problems. The first result of this research is that government policies related to the employment relationship of foreign workers in a certain position and time are not in line with the government's obligation to guarantee employment opportunities for Indonesian citizens. Second, the policy of working foreign workers in a certain position and time has an impact on the increase in illegal foreign workers and reduced employment opportunities for Indonesian citizens.
