Abstract

A beauty clinic is a clinic that offers services related to the beauty care for skin, hair, nails, and others, which are conducted by licensed medical personnel in regard to their expertise and authority. Beauty clinics are categorized as preventive health efforts to prevent the occurrence of disease, in this case skin diseases in healthy patients. The establishment of a beauty clinic must meet the compulsory licensing and requirements, and must employ medical personnel who are competent in their fields. This research is a sociological juridical approach, which is done using literature study by examining legal rules in the form of statutory regulations associated with library materials. Sociological juridical approach is an approach by looking at a legal reality in society to see the legal aspects of social interaction in society. We also conducted field surveys to find out the current real conditions of beauty clinics. The results of this study indicate that (1) Regulations on Supervision of Health Services at Beauty Clinics in the City of Semarang are in accordance with the Law Number 36 year 2009 about Health and Regulation of the Minister of Health Number 9 year 2014. (2) Implementation of supervision of health services conducted by beauty clinics to provide protection for patient rights is carried out by the supervisory institution, in this case the regional health office. Factors affecting the implementation of supervision of beauty clinic health services to protect patient rights in the city of Semarang includes several juridical factors, especially health service regulations, often health services are carried out carelessly so that the rules are not implemented properly. From the social factors of the research results during interviews with patients, we concluded that the patients is very interested in the services offered by beauty clinics. From the technical factors, the competence of the health personnel in beauty clinics has not fully met the standard of hiring dermato-venereology specialists. From the reward and punishment mechanism, the mechanism is still very simple which only involved verbal warnings so that it will adversely affect the protection of patient rights. Therefore, there is a need for a team involved in the continuous supervision of beauty clinic services for the protection of consumers who use beauty clinic services.
