Abstract
Pembangunan sebuah negara tidak dapat dilepaskan dari pengadaan barang. Namun terdapat segelintir orang yang menggunakan kesempatan tersebut untuk mendapatkan keuntungan pribadi. Oleh karena itu, peneliti memiliki motivasi untuk meneliti bagaimana fraud telah terjadi dalam kasus pengadaan simulator SIM. Peneliti memperoleh kesimpulan bahwa fraud telah terjadi karena adanya pelanggaran prosedur dan pengendalian internal.
