Abstract
Urban settlement issues become an integral part of the concerned urban problem. The urban area growth causes increasing need of sufficient housing. The housing need is in line with the number of urban population. A house is habitable if it meets four levels. First, the house fulfills shelter need, then, security need, social need and aesthetic need. Increasing number of the urban population and limited number of the land for housing in the urban area that generate supply of feasible house and the neighborhood become an essential urban issue. Environmental improvement of the urban settlement is needed to take into account the existing local knowledge. An improvement program of the urban settlement gives the people, who are still living in agrarian pattern, a space for improving the quality of the neighborhood. They even feel comfortable, familiar with the new environment that has been created. They are able to maintain the quality of their houses and the neighborhood. Thus, sustainability of the program is more assured. Through case studies in Kebondalem, in Kendal District, Central Java Province it is obtained a description of a program to improve the urban neighborhoods that the development of value - the value of local wisdom is to be part of the program.
