Abstract
In Section 28H (3) RI 1945 Constitution mandates that: "Everyone has the right to social security can enhance the development of oneself fully as a dignified human being". In connection with this, the government then organized a National Social Security System (Navigation), by issuing Law No. 40 of 2004 on National Social Security System. Implementation of the Social Security System in the field of health organized by the Social Security Agency of Health (BPJS) health. In order to determine the extent of its influence on the quality of health care for patients BPJS participants, in hospitals Soewondo Pati, research must be done. The problem is how the arrangement of health insurance under the terms of Act No. 40 of 2004 on the Social Security against the policy of quality of health services in health facilities Leads Advanced (FKRTL) in hospitals RAA Soewondo Pati regency, how to influence policy SJSN of the rights of the patient participants BPJS Health in (FKRTL) Hospital RAA Soewondo, and how the relationship between the implementation of the Social Security in fulfilling the rights of patients in hospitals RAA Soewondo Pati regency with the quality of health care policy at FKRTL
