Abstract

Semarang’s Culture and Tourism Office engaged youths to play a role in promoting city tourism. One of the ways taken by the Office was organizing ambassador selection of tourism. The ambassadors of tourism were called Denok and Kenang. The Office selected 25 pairs of Denok and Kenang. Those 25 pairs were then called Denok Kenang Community. The community carried out task of tourism promotion within a year ahead. The operational of the community was handled by the Promotion Section of the Office. The Promotion Section had a duty to make a communication planning related to the community’s activities. Communication planning for the community was very important to reach their effectiveness of communication. The objective of this study was to know about the stages of communication planning that the Office did in relation to community’s activities. This study implemented Philip Lesly's communication planning model to analyze their communication planning stages. The data were obtained by observation, interviews, documentation, and library sudies. The interviews were conducted to related officers and the members of Denok Kenang Community 2017. The obtained data were then analyzed by Miles and Huberman's method. The result showed the communication planning stages made by the Office dealing with the activities of Denok Kenang Community as the implementer of tourism promotion had been in accordance with the Communication Planning Model by Philip Lesly. Communication planning undertaken by Promotion Section summarized in 11 tasks listed in Semarang Mayor Regulation Nr. 30 of 2008 on Translation of Duties and Functions of the Culture and Tourism Office.
