Abstract
Jatiluhur Dam located in Purwakarta Regency is a reservoir that was built to serve the water needs of West Java and Jakarta are also generating electricity (hydropower). Along with the growing needs and rising . Jatiluhur drain the water through three artificial channels, namely the West Tarum Canal, East Tarum Canal and the North Tarum Canal. From the three channels used to drain the water, West Tarum Canal was the most diverse use of water. West Tarum Canal channel is also part of the Citarum River. Manager Jatiluhur is Jasa Tirta II Public Corporation (pJT /1). While the West Tarum Canal which is part of the Citarum river management under Balai Besar Wi/ayah Sungai (BBWS) Citarum. To meet various needs, the water that flowed from the Canal Jatiluhur West Tarum arranged in a water allocation mechanism. In practice the power of this mechanism occurs in water resources. The practice of allocation of the West Tarum Canal Jatiluhur is a form of population control. About the allocation of water is planned to flow, showing how power relations work among the actors / agencies / institutions that have an interest in the water from the reservoir through the Canal Tarum Jatiluhur the West. Interest on the water in the West Tarum Canal become the object of state pawer and multinational institutions. State through its institutions and foreign interests through ICWRMIP program (Integrated Citarum Water Resources Management Improvement Plan) practice of power.Governmentality theory hatched by Michael Foucault became the baSIS of the theory to know "How 10 practice operating power and resistance to it take place in the alloca lion of water from the West Tarum Canal.Iatiluhur?". Secondary and primary data from survey results in the genealogy analysis in three stages: I) studying the le~al basis for water management institutions Jatiluhur especially in West Tarum Canal, 2) Assessing the power of the strategy that was practiced in the allocation of water, 3) Assessing the resistance that took place in practice of power.The results of this study indicate that the practice of power over the allocatt on of water in the West Tarum Canal takes place in two phases, namely liberal and neoliberal governmentality. In the first phase of the dominant power in the hands of countries and donors In the second phase lakes over. Means employed in practicing the power ofthe two phases are equal (with sovereign power, disciplinary power and biopower. Rationality is still the most effective strategy of domination. This shows that the power resource management practiced rational )l'ay would make the subject the power 10 be obedient and resistance can be muted.
