Abstract
Since the the Covid-19 case was officially announced in March 2020 the number of infected and the case transmission continued to expand. The Covid-19 cases occurred in all provinces in Indonesia, namely 34 provinces, and covered more than 400 (out of 514) districts/cities. The following was the data downloaded from the page on first June 2020. Seeing the cases, the number and distribution of the case are quite even and the the biggest number is at the Province of Jakarta. Since the highest population concentration happens at Java island the positivity rate of Java island tends to be high. In dealing with the case the Indonesian Government has taken various policies and prepared various policy instruments. If it was said that Indonesia was late in anticipating the case this statement would not be entirely true. Actually Indonesia had already had legal and policy instruments related to the prevention of infectious diseases long before this case occurred. The legal instrument that specifically regulates infectious diseases is the Act Number 4 of 1984 concerning The Plague of Infectious Diseases. This means that the legal basis for countering Covid-19 can use this Act. Furthermore, The Act Number 36 of 2009 concerning Health has been issued and it is even complemented by the Act Number 6 of 2018 concerning Health Quarantine. These two Acts can strengthen the legal basis for tackling Covid-19. From the regulatory aspect they have been equipped with various policy instruments as implementing regulations that were issued since the occurrence of the Covid-19 case. Therefore, in terms of quantity, there have been quite a lot of policy instruments in various forms made by various government agencies, both the Central and Local governments. However, there are still some weaknesses in its implementation so that the case is going to increase and nobody knows when it will be completely handled
