Abstract
The hospital as one of facility for health service have a duty to carrying out social functions for the poor as set forth in Act No. 44 of the year 2009 about the hospital and its implementation through Regulation The Minister of health no. 4 Year 2018 on the duty and obligation of Hospital patients. The hospital is not only capable to serving the people or just rich but the hospital obliged provide the means for health services for the poor through the granting of health service patients who cannot afford, services emergency cash advance without a free ambulance service, victims of natural disasters and exceptional occurrences, and charity program for humanitarian missions. This research uses the sociologist method with descriptive analytic juridical. The data type used is a type of primary data and secondary data. Method of data collection is done with the study of librarianship and the study of the field. Field studies done with interviews to Suaka Insan Foundation Health Chairman, the Director of the Suaka Insan Hospital Banjarmasin, Administrator Suaka Insan Hospital, and poor patients. The analysis of the data used is qualitative analysis. Results of the study that although not partnered with governing body health coverage programs (BPJS), but implementation of social functions in the health service provides a means for the poor still exercised by The Suaka Insan Hospital Banjarmasin. Social functions are carried out through the provision of means of service by providing a class III treatment rooms as much as 32 bed of 167 beds available for patients is poor. Patients who are treated in class III get the charity discount of 50%-100%. An additional Discount of 25%-50% for laboratory examination, the emergency service without advance payment, provides free ambulance service for patients not able to; implement a program of social and health promotion in the South Kalimantan hinterland in accordance with the capabilities of the hospital. However, the implementation of the social functions of the hospital so hampered by the constraints of limited space and also financially, a decrease in the number of patients as the impact of the partnership between the Suaka Insan hospital and social security governing body program (BPJS), patients do not pay or pay off the cost of care, so that the implementation of the social functions of the hospital is not optimal.
