Abstract

This study evaluates the implementation of Building Feasibility Certificates (Sertifikat Laik Fungsi, SLF) as an instrument for sustainable urban governance in Semarang City from 2020 to 2024. By employing descriptive statistics, temporal trend analysis, and geographic mapping, the study examines the issuance patterns of SLF, its spatial distribution across districts, and its impact on environmental sustainability. Quantitative results highlight that SLF-certified buildings demonstrated an 8-12% improvement in energy efficiency and resource conservation. Spatial analysis indicates higher compliance and resource efficiency in districts with dense SLF issuance, such as west Semarang and Ngaliyan. However, challenges persist, including limited public awareness, high initial compliance costs, and insufficient inter-agency collaboration. Recommendations include enhancing policy dissemination, providing financial incentives like tax reductions for certified buildings, and strengthening local technical capacities to ensure wider compliance. These findings emphasize SLF's critical role in advancing sustainable development in Semarang, contributing to global sustainability goals while addressing local challenges. The study offers strategic insights for policymakers and practitioners to optimize urban governance and environmental sustainability through effective implementation of SLF policies.
