Abstract
Research on the Construction of Environmental Leadership Based on Local Wisdom in Conservation of Natural Resources in the Mamar System This was carried out in Amarasi District, Kupang Regency, NTT Province (East Nusa Tenggara). The essence of this research problem is how to apply local wisdom in the practice of conserving natural resources in the system breast, and its suitability to the concept of environmental leadership, as well as how the construction of environmental leadership based on local wisdom regulates the behavior of local communities in conserving natural resources in the Mamar System. The aim of this research is for determine the extent to which local wisdom is applied in natural resource conservation practices through environmental leadership control mechanisms in the Mamar System and its suitability to the concept of environmental leadership. In addition, this research aims to develop an environmental leadership construct based on local wisdom that regulates the behavior of local communities in conserving natural resources in the local wisdom Mamar System. Mamar System can be seen as a mechanism for the conservation of natural resources by local communities in West Timor guided by their local wisdom. Likewise, Mamar System can be understood as an “Artificial Oasis” built by local communities in West Timor, NTT. This research was conducted using a qualitative research approach in a critical interpretive paradigm, with data collection techniques through In-depth Interviews and Participatory Observation as well as Group Discussions. From the research findings, it shows that, basically Mamar System built based on the elements that make up the system in question include: land or land, water sources, betel plants, areca nut and coconut. Apart from that, there are plantation crops, biopharmaceutical crops, cattle/goats and pigs, as well as animal feed and aquaculture crops, as well as fruit crops. Meanwhile, the system&working mechanism Mamar moves in three zones, namely, Core Zoneor Zone Aibaun, Buffer Zone or Kopa zone as well as Development Zone (Zona Auf Ro’et danAuf Mu’it)), The working mechanism to control the behavior of local communities in conserving natural resources in the Mamar System is to construct an environmental leadership model based on local wisdom. The environmental leadership model based on local wisdom is intended to be able to drive the Mamar System so that it can function optimally and efficiently, and has had an impact on the conservation of natural resources economically, ecologically and socially through environmental leadership mechanisms. Thus, it can be concluded that Mamar System has been practiced by local communities in Amarasi West Timor since the 17th century, with environmental leadership control mechanisms based on local wisdom through the role of Uis Pah/Raja Amarasi with the Sustainability Leadership model or Sustainability Leadership (Cambridge Model), and implementing management monitoring Mamar System through a guardian leader Mamar which are called Mataf.
