Abstract

Negeri Pelauw and Kariu in Haruku Island Sub-district are two neighboring countries that need to maintain relations between each other in order to realize harmony and peace in accordance with the ideals of the Indonesian Nation. The harmony and peace between Negeri Pelauw and Kariu faded due to the petuanan dispute that occurred in 2022. In this regard, the Central Maluku Regional Government carried out conflict management in order to minimize the risk impact of the disputes that occurred. The purpose of this research is to find out the conflict management related to the petuanan dispute between Negeri Pelauw and Kariu carried out by the Central Maluku Regional Government. The approach in this research uses qualitative with data collection through interviews with key informants, literature study, and appropriate documentation according to the problem then analyzed descriptively analytically. The conflict management can be known by three conflict management processes, namely: 1) diagnosis resulting in the determination of the status of a social conflict disaster emergency and the formation of a social conflict handling team; 2) conciliatory intervention resulting in a Deed of Peace Agreement; and 3) evaluation resulting in Village Boundary Affirmation and social fund assistance. The results of this study conclude that the conflict management of the petuanan dispute between Negeri Pelauw and Kariu by the Central Maluku Regional Government is considered not to solve the root of the problem because the ownership of rights to the petuanan has not been clearly determined and the elements of the destruction of the Ashari Mahu traditional site, shooting, bombing, and burning of hundreds of Kariu residents' houses have not been thoroughly investigated by the police.
