Abstract

The lawsuit of Wadas Community to Administrative Court for the Central Java Governor’s policy on last July, adds the number of communities’ struggle in Indonesia to defense for justice in development project impact. It is still fresh in our memory, the heroic action of cementing feet of several Kendeng residents in the front of the Presidential Palace as a protest against the exploitation of limestone of the Kendeng Mountains. These Mountains are the sources of water catchment which support the water need for agriculture, farms and daily households’ activities. Although as not consistent as those two communities, some resistances to various development projects also occurs in various places in Central Java. For example, the resistance of people of the north coastal of Central Java to the construction of tollroad and sea wall of Semarang-Demak and the local response of people surrounding some coal plants in Central Java for the impact that they will- or already receive. Those responses become the critical analysis for some questions such as: Will the project development be received by the community?, Does the development will consider the right to life, the right to welfare, the right to a good, clean and healthy environment? Development in some places, which were intended to provide benefits for all, have turned out to be scourge and have resulted some new environmental problems for the community.
