Abstract
Teachers of bilingual primary schools have double burden as the source of knowledge and the role model of the target languages for the students. In most bilingual programs in Indonesia, English is used as one of the languages of instruction. Considering the position of English as a foreign language in Indonesia, teachers’ communicative competence in English becomes very crucial. Communicative competence is defined as the ability to use language appropriately according to the setting of place and the social purposes. Teachers’ communicative competence needs to be improved through professional training. This research and development aimed to examine the existing English training course for teachers of bilingual primary schools, find the teachers’ needs of English training, develop a model of English training course program, and to see if the model developed was effective to enhance teachers’ communicative competence. This study involved 56 teachers and 5 school principles of bilingual primary schools in Semarang. The study revealed that the existing trainings for teachers included trainings on teaching techniques; how to teach in English, and trainings from book publishers. The teachers admitted that they needed trainings to develop their communicative competence. The model of the training was developed based on aspects of communicative competence (Celce-Murcia,2007) and the assessment was based on Pillar’s framework of communicative competence assessment (2010). The results of T-test showed that the model was effective to develop teachers’ communicative competence.
