Abstract
The empowerment program in health aspect in Kemijen, Semarang, started with identification of health problems and their factors as perceived by the community. Kemijen is a slum area in the City of Semarang. The identification involved members of the community. The health condition, behaviours, and perceived factors were analysed with PRECEDE model. The analysis identifies individual, environment, and other factors. It was also found that environment and habit plays very important roles in determining health condition of Kemijen community.
