Abstract
Commercial Sex Workers (PSK) are as old as human civilization. God created man with sex of man and woman accompanied by lust which is in it (lust), so impossible to eliminize PSK. The case of Resos Dolly in Surabaya is eliminated, making the PSK spread to various corners of urban villages and corners and without controllable sexually transmitted diseases and HIV / AIDS because there is no necessity of using condoms and check the health of the vagina. Resos Argorejo Sunan Kuning Semarang was established since 1965 to manage the prostitutes have been disciplined to manage their residents with mandatory condom use, periodic injection, health check, regular exercise, counseling (religious, health, social, moral, psychology) and providing skills every week. The existence of the Resos will be abolished by the Ministry of Social Affairs by 2019. The existence of the Resos need not be abolished but needs to be organized such as: 1) the behavior of PSK, 2) the prostitutes, 3) pimps, 4) systems and governance, 5) health, 6) security , 7) accompaniment (psychology, social, and economic), 8) the environment of residence, 9) and the system of providing skills as a business of poverty. The existence of Argorejo Resos is like a toilet in a house, people also need a toilet that is Resos Argorejo Sunan Kuning. The clean and healthy toilets support the comforts of its citizens. What is needed is "regulation, not elimination".
