Abstract

Human resource development programs should be the most important element in the development of a higher education institution. Human resource development, particularly career and accomplishments, should be systematically planned, aligned with a trip to the achievements of appropriate institutional and individual interests, as well as pay attention to the opportunities that exist in the environment and science respectively. In detail, the purpose of the study are: (1) Knowing the effectiveness of the various functions of human resource management in higher education, (2) Knowing adherence to various laws, regulations and government policies in terms of performance management and measurement of human resources at the respective college, (3) Generate benefit analysis of human resources activities in their respective colleges, (4) Knowing the extent of the contribution of the HR function in the quality of education held by the college, (5) Produce a model of human resource management and performance measurement. The result of this research are: (a) Recruitment and selection process at the college became a critical point, (b) Human resources development is highly dependent on the potential individu HR, financial organizations and the vision of the organization itself, (c) Development and application of employment regulation as one of guidelines for the management of human resources must be there in college.
