Abstract

Midwifery service was an integral part of the health care system provided by the midwife having an authority to give antenatal care which one of the objectives was to make early detection and anticipation of fetal abnormalities. In Musi Rawas District there were several BPMs using ultrasonography in midwifery service meanwhile it did not include a midwife’s authority. This study aimed to know the regulation of the use of ultrasonography in midwifery service, the implementation of supervision to midwifery service in the use of ultrasonography, the factors influencing the implementation of supervision to midwifery care at BPM. This research applied socio-legal approach having analytical-descriptive specification. The data used were primary and secondary that were gathered by field and literature studies. The data were then qualitatively analyzed. The setting of ultrasonography use was regulated by some legislation, namely Health Act, Nuclear Act, Environmental Protection and Management Act, Medical Practice Act, Health Manpower Act, Government’s Regulation on Radioactive Waste Management, Government’s Regulation on Utilization Permit of Ionizing Radiation Source And Nuclear Material. Health Minister’s Regulation Nr. 780 of 2008 on Ultrasonography Administration stated that ultrasonography was a diagnostic radiology service. However, there had not been any specific regulation setting ultrasonography use for midwifery care. There was no supervision made by the relevant institutions, namely the Health Service Office and Indonesian Midwife Association (IBI) in relation with the use of ultrasonography by independently practicing midwives at Musi Rawas District. There were some factors influencing the supervision implementation to midwifery care conducted by independently practicing midwives in using ultrasonography at Musi Rawas District, namely juridical, sociological and technical factors.
